The same gem choices apply if you are going for the 12.5% haste cap, although given the stat budgets of Tier 16 gear, you are unlikely to have to gem for this cap at all. In all cases, +60 socket bonuses are worth sacrificing in order to either reach a haste cap or get more Mastery Rating, whereas +120 or +180 socket bonuses are generally only worth sacrificing for a haste cap.
